In order to run, Macro Express requires a newer version of the Windows common controls than is shipped with the original unpatched installations of Microsoft Windows 95, 98 or NT.

If the message "EReadError in Macedit.exe. Error reading in ilsToolbar.bmp: failed to read ImageList data from stream" was displayed when you tried to run Macro Express, then you will need to install a later version of the common controls. Download the update file from Microsoft's web site and install it.
